The legal status of the Declaration of Principles international election observation
Abstract
In modern conditions there is no such a unified for all international intergovernmental and international non-governmental organizations, as well as states, normative document regulating the procedure of the international-foot observation. With this in mind, with a certain degree of conditionality, such a document could be considered the Declaration of Principles for International Election Observation 2005, approved by the United Nations. In the present article is subject to analysis of the legal status of the Declaration.
The authors analyzed criteria such as the composition of the developers and the participants of the Declaration, its provisions focus on a specific category of subjects. As a result of the analysis, the authors conclude that the Declaration is not an international legal instrument, but is a political document.
