Creating a legal framework for innovative structure nuclear power plant in Kazakhstan in the light of international experienc

Abstract

This paper discusses the need for the formation of a full legal framework for innovative structure NPPs and other nuclear installations civil in Kazakhstan. This innovative structure, according to the author, can be broken down into the following components: legal, information, specialized innovation centers, financial institutions, administrative centers. At the same time, the legal component is a separate legal structure of the core of the said innovation and extend its influence on other elements of the given innovation structure. The author refers to the legislative experience of foreign countries – the US, France and Russia, listing the legal acts of States which could be taken as a basis for taking appropriate Kazakh acts or improving them. The main conclusion of the author is that in the near-term alternatives to nuclear power are practically no.
