Role of strategic planning in the state foreign policy (on the example of the Russian Federation)

Today it has become a general tendency to design conceptual documents in which the states can define main directions of their foreign policy. Such documents include Concepts and Strategies of foreign policy. After the collapse of the USSR the Russian Federation adopted four Foreign Policy Concepts, which signify the reign periods of four Russian Presidents. The article discusses the features of the development of strategic programs in modern Russia, and their implications for effective governance.Participation in the development of concepts and strategies of the various departments, and it is on the one hand , suggests that the development of texts , would take into account the resources available to the state, to identify key foreign policy interests, but on the other hand, it would lead to unnecessary bureaucracy, the process of developing conceptual documents.
