Abstract

According to the author, the main factors of «crowding out» of human capital naturally in such countries is the lack of demand (or insignificant demand) for highly skilled labor in the extractive industries, poverty and the lack of international competition in the public sector, which controls the majority of related businesses field development and mining. However, if to the moment of the opening of the country’s mineral resources it was characterized by a high index of democracy, and its population was characterized by a high index of education (percentage of the human development index), the revenues generated from the export of oil, gas, most likely will help to stimulate economic growth. The approach, which was used only in research about the problems of the competitiveness of enterprises, is currently used in the solution of a broad range of applications, in particular, enhancing the competitiveness of industries and regions.
