World Association of the Kazakhs as a mechanism of the implementation of public diplomacy of Republique of Kazakhstan

Abstract

Under current conditions enhances the role of non-military methods and information technologies in the foreign policy of states. Given the increasing role of the image of the state and other actors of international relations in the political process is growing scientific interest in the problem of image formation by means of public diplomacy. Public diplomacy is related to the «soft power» of the state, which, according to Joseph Nay has three sources: his political activities, culture and values. Public diplomacy involves the establishment of long-term relationships, creating favorable conditions for public policy. One can distinguish three phases or dimensions of public diplomacy. The first dimension - daily communication, explaining the essence of solutions in domestic and foreign policy. The second dimension - a strategic dialogue like a political campaign. The third dimension of public diplomacy includes the development of strong relationships with key individuals over many years or even decades. Thus, public diplomacy is an action aimed at building long-term relationships, the protection of national foreign policy objectives and a better understanding of the values and institutions of self-government abroad. Public diplomacy protect national interests and ensure national security through the study of attitudes of foreign public opinion, informing him and the impact on those who view it generates.
