Questions of improvement of preparation and carrying out administrative reform

Abstract

In article authors consider the main scientific and organizational problems connected with preparation and carrying out administrative reform. They investigate scientific works and conclusions of some scientists – experts, politicians and officials that the concepts «reform» and «modernization» equivalent. However, authors believe that «reform» and «modernization» is different concepts and mark out their distinctions. For modernization of administrative reform, authors define the basic principles of preparation and carrying out administrative reform. Experience and terms of carrying out administrative reforms in the countries of the world is analyzed, the attention is focused on the Russian experience of carrying out administrative reform where the purposes and tasks are consistently allocated it. Authors on the basis of the analysis of big theoretical and practical material make recommendations about their improvement.
